This proposal addresses the existing governance mechanisms for biodiversity. It uses the concept of implementation to evaluate how MEAs for biodiversity are working and how they can strengthen their role and contribution to the solution of biodiversity loss.
The 7th Committee of the GA would be asked to assess resolutions based on long-term impact, just as the 5th Committee looks at the budgetary consequences, and have its own agenda. Resolutions not found to be sustainable for the future would need to be modified accordingly.
The Pathfinders Initiative for Peaceful, Just and Inclusive Societies is a multistakeholder partnership that brings together UN member states, IOs, civil society, and the private sector to accelerate the delivery of the SDG targets for peace, justice and inclusion (SDG16+).

The highest level coordination structure should involve the heads of the governing bodies of the UN system, not the senior administrators meeting as the CEB. The highest level coordination of the UN system needs to be at the intergovernmental level. Such a body, a Committee of the Heads of Governing Bodies (CHGB), would provide a platform for the UN system bodies to talk directly with each other at the political level. Direct intergovernmental dialogue and decision-making is especially necessary for contemporary global crises, which cross organizational boundaries. A CHGB could tackle UN system wide policy and financial matters that the CEB, as an administrative body, lacks the political authority to address. One such crucial issue that impacts the entire UN system is the systematic under-financing of the core obligations of the system and its component organizations.
Create a United Nations Parliamentary Assembly (UNPA), giving “we the peoples” a voice. The UNPA proposal represents a mature, comprehensive and widely supported route to more effective, democratic and accountable global governance.
